Evaluating capacity building programmes is generally done for three main reasons (Kirkpatrick & Kirkpatrick):
- Understand how to improve existing training programmes and draw lessons to improve future ones;
- Determine whether a program should be continued or dropped;
- Justify the resources needed to design and deliver capacity building programmes.
